Boards, Committees and Commissions

 

The City of Mount Clemens is proud to have more than 100 volunteers who dedicate their time and talents to the City's boards, committees and commissions.  The function and responsibility of each board, committee and commission varies, but all work to improve City services, beautify the City and maintain the City's history as a benefit to all residents and for generations to come.

Boards and Committees Functions and Upcoming Meetings for 2017:

Beautification Commission

Function: Study and develop plans for the beautification of streets, alleys, yards, lots, etc.; study and develop plans for improving the health, satiation, safety and cleanliness of the City; encourage and recommend the placing and planting of trees, flowers, etc.; study and evaluate information of community improvements and to make recommendations; sponsor, plan, promote and carry out campaign activities for the restoration, preservation and enhancement of the beauty of the City.  

Meets the First Tuesday of every month at 7:00 p.m. at City Hall

*Meetings on these dates will be held elsewhere or adjusted to a different date.

Board of Review

Function: To clarify, this board reviews appeals to the assessed value of properties.

Meets the 3rd Monday and Tuesday in March

Board of Zoning Appeals

Function: This board is required under the Zoning Enabling Act of 2006. Its function is to provide relief to individuals who cannot meet the requirements set forth in the zoning ordinance.

Meets the First Tuesday of every month at 9:00 a.m. at City Hall

Brownfield Redevelopment Authority

Function: Established under PA 147, their function is to review and make recommendations on Brownfield plans that come before the City. The members have specific expertise in areas of redevelopment. Their approval of any plan is merely a recommendation for approval by the City Commission.

Cable Communications Commission

Function: This commission overseas the operations of the cable operation. 

Meets the Fourth Tuesday bi-monthly at 6:30 p.m. at MCN studio

Civil Service Commission

Function: The civil service commission in each city, within the terms of Public Act 78, shall prescribe, amend and enforce rules and regulations for carrying into effect the provisions of the act. Including, but not limited to, establishing rules and qualifications for hiring/promoting of police officers and firefighters.

Community Tree Advisory Commission

Function: Recommends the type and location for trees throughout the City

Meets the 1st Wednesday of the Month at 3:00p.m.

Construction Code Board of Appeals

Function: Mandated by the Michigan Building Code, this body provides an appeal process for individuals seeking relief from a decision of the Building Official or any inspector.

Downtown Development Authority (DDA)

Function: The DDA board is required as long as the City has a Downtown Development Authority existence. The function of the Board is to provide oversight in the implementation of the DDA work plan approved by the City Commission.

Meets the First Wednesday of every month at 3:00 p.m.   

The meetings will be held in the second floor conference room at City Hall.

Economic Development Corporation

Function: Communities can adopt EDCs under State legislation to aid in the redevelopment of derelict, blighted properties in their areas.

Harbor Commission

Function: Administer, maintain and operate the harbor/marina facilities on both sides of the Clinton River between the Cocker and Dickinson Street bridges and the facilities on the north side of the river from Dickerson Street to Jones Street, but specifically excluding the gazebo.

Meets the Last Tuesday of every month at 9:00 a.m. at City Hall

Historical Commission

Function: Promote Mount Clemens' history, heritage, traditions and customs through participation in public historical activities, patriotic celebrations or other special events; serve as a liaison between the City Government and other organizations interested in the history of Mount Clemens; act in an advisory, research, or service capacity for the City Commission in historical matters, subject to the instruction of the City Commission.

Meets the Second Tuesday bi-monthly at 7:00 p.m. at City Hall

Historic District Commission

Function: Provides regulation of alterations proposed in the City's historical district. Approves Certificates of Appropriateness for alterations.

Housing Commission

Function: To monitor/approve operating budget, policy and governance of the Housing Commission; monitor operations of agency.

Meets the 3rd Monday of the Month at 7:00 p.m. in the Conference Room at 50 Church Street.

Planning Commission

Function: This Commission is required under the Planning Enabling Act of 2008. This Commission reviews proposed developments occurring in the City for compliance with City Ordinances.

Meets the First Tuesday of every month at 7:00 p.m. at City Hall

Retirement System Board of Trustees

Function: The general administration, management, and responsibility for the proper operation of the Retirement System, and for making effective the provisions of Charter 12.270 id vested in the Board of Trustees.

Meets on Mondays Quarterly in January, April, July, October at 10:00 a.m.

Traffic Safety Committee

Function: The purpose of this Committee is to aid and assist the duly elected/appointed officials responsible for traffic safety in the City; to study both accidents and causes of accidents in the City and to help alleviate any hazardous conditions that may exist and thereby prevent further accidents.

Meets the Third Tuesday bi-monthly at 6:30 p.m. at City Hall
